Direct Answer
Payments to non-residents for royalties, technical fees, or management fees are subject to Withholding Tax (WHT) under Section 45. Shrink-wrapped software or SaaS (like AWS) usually does not attract WHT, but customized software development does.
The Bank Statement Audit
IRAS checks outward foreign remittances. If a Singapore company wires $10,000 to an overseas consultant for "Technical Advice," the company was required to withhold 15% (or treaty rate) and pay it to IRAS by the 15th of the second month following payment.
Consequences of Failure
If you fail to deduct WHT, IRAS will penalize the company, and the $10,000 expense may be completely disallowed as a tax deduction in your Form C-S.
