Direct Answer
Realized foreign exchange gains and losses (when invoices are actually paid) on revenue transactions are taxable/deductible. Unrealized gains/losses (year-end revaluations of debtors) and capital forex gains (buying foreign assets) are strictly non-taxable and non-deductible.
The Review Process
During a pre-filing review, the accountant must scrutinize the 'Forex Gain/Loss' ledger. If the ledger contains a $50,000 gain due to year-end translation of a USD bank account into SGD, it is an unrealized capital gain. It must be excluded from the Form C-S taxable income.
Bank Reconciliations
The actual amount hitting the SGD bank account vs the USD invoice amount generates the realized revenue forex difference, which is fully taxable.
